€24m EU project to boost semiconductor chips innovation

The European Union (EU) is taking bold strides to enhance its semiconductor chips sector by funding a cutting-edge design platform.

Tampere University, along with 11 other partners from various European research institutions and universities, has secured €24m to drive this semiconductor initiative.

This project is a key element of the EU’s broader ‘Chips for Europe’ programme, which aims to position Europe as a global leader in semiconductor technology.

A comprehensive design platform for semiconductor chips

The newly funded project focuses on developing a state-of-the-art, cloud-based design platform tailored to the needs of European semiconductor chip designers.

By integrating a wide array of tools and services, the platform aims to make designing semiconductor chips more accessible to start-ups and small and medium-sized enterprises (SMEs).

For many SMEs, the costs and complexities of chip design tools have been a barrier to entry. This platform addresses those challenges by offering affordable access to advanced tools, enabling companies to experiment and innovate in chip development.

The platform will also align with the EU’s pilot production lines established under the Chips for Europe initiative, ensuring a seamless transition from design to manufacturing.

Supporting start-ups and SMEs

A central goal of the design platform is to support start-ups and SMEs, empowering them to compete in the highly competitive global semiconductor market.

These smaller companies often lack the resources to design and manufacture semiconductor chips independently.

The new platform levels the playing field by offering:

  • Cloud-based tools: An integrated service that provides access to advanced chip design resources without requiring large upfront investments.
  • Guidance and support: Clear criteria for funding allocation and design project approvals to nurture innovative ideas.

With Tampere University and Finland’s VTT Technical Research Centre as key players, the project is well-positioned to deliver impactful results.

Timo Hämäläinen, Professor of Computer Engineering and Principal Investigator overseeing the project at Tampere University, added: “The Design Platform is a pivotal new initiative for both the University and companies in the semiconductor sector.

“This platform will substantially lower the threshold for IT and electronics companies to start their own chip design activities.”

Strengthening Europe’s semiconductor ecosystem

The launch of the design platform is part of the EU’s broader strategy to strengthen its semiconductor capabilities, as outlined in the European Chips Act adopted in 2023.

The Chips Act sets ambitious targets, including doubling Europe’s share of global semiconductor production by 2030.

This initiative aims to reduce Europe’s dependence on external suppliers by fostering homegrown innovation and production capabilities.

It also seeks to attract investments, create high-tech jobs, and bolster Europe’s technological independence.
