KUALA LUMPUR, Feb 28 (Bernama) — Malaysian Investment Development Authority (MIDA) and ARM Holdings Plc, a British semiconductor and software design company, plan to finalise an agreement for the latter to establish a base in Malaysia by the end of next month.

When contacted by BERNAMA, a source confirmed that a call was held earlier today between Prime Minister Datuk Seri Anwar Ibrahim, SoftBank Group Corp chief executive officer Masayoshi Son, Minister of Investment, Trade and Industry (MITI) Tengku Datuk Seri Zafrul Aziz, and senior leadership from ARM Holdings. 

 SoftBank owns a 90 per cent stake in ARM Holdings, and senior leadership presence reflects their faith in Malaysia’s clear policies to become a key regional hub for semiconductor design, manufacturing, and innovation.

Softbank has played a key role in facilitating this collaboration, further sharing that ARM Holding’s senior leadership was also in the call.    

This agreement is part of the National Semiconductor Strategy (NSS), focusing on, among others, integrated circuit (IC) design, advanced packaging, and front-end semiconductor processes.  

MIDA will be the signatory to the agreement with ARM Holdings, adding that it is a cross-ministerial effort involving MITI, the Ministry of Finance, and the Ministry of Economy. 

The source, who requested anonymity, said that the MIDA-ARM agreement is expected to be finalised before the end of March 2025.

 This strategic expansion will strengthen Malaysia’s position across the entire semiconductor value chain. The investment aligns with Malaysia’s broader economic and industrial transformation strategies, including talent development, supply chain expansion, and policy incentives.
